Who qualifies

Own a below-market home in Kakaʻako

Under HCDA’s Kakaʻako rules, 40 homes at Ālia are sold below market to Hawaiʻi residents who will live in them. In return, you agree to live there and accept limits on renting and resale for 2 to 10 years.

Higher income limits than you might think

The limits are $130,700 for one person and $168,100 for three. These homes aren’t only for low-income buyers.

The same amenities as every owner

Pools, fitness center, courts, bowling alley, theater and lawn. Reserved owners use all of it.

New construction in Kakaʻako

Each home has central air, an in-home washer and dryer, Bosch appliances and quartz counters. Completion is estimated for Q2 2027.

60-second self-check

Do you qualify?

Nine questions, checked against the published rules for Ālia’s reserved homes.

Household, income and assets

Income is before taxes, from your most recent filed tax return, for everyone buying. Assets are cash, investments and property at market value, minus loans secured by them. Retirement accounts and down-payment gifts don't count.

Are you a bona fide resident of Hawaiʻi?
Are you a U.S. citizen or resident alien?
Are you at least 18 years old?
Will you live in the home yourself?
In the last 3 years, have you (or your spouse) owned a majority interest in a home you lived in, anywhere?
Have you ever bought a reserved housing unit under the Kakaʻako Mauka Area Rules?

1 person$130,700$163,375
2 people$149,400$186,750
3 people$168,100$210,125

This is a quick self-check, not an official eligibility decision. It only gives you a general idea of whether you might qualify. To buy a reserved home, HCDA must still confirm your eligibility, and you'll need a pre-qualification letter from one of the project-approved lenders. Good to know

Applying enters you in a lottery

There are only 40 homes, and a completed application doesn’t reserve one. The order buyers choose in is set by a random draw, not by who applies first.

  1. 1

    By Nov 1

You hand in a complete application in person.

  2. 2

    Nov 14

A public lottery gives every qualified applicant a random number.

  3. 3

    Nov 18–22

Buyers choose homes in number order until all 40 are taken.

If the homes run out before your number, you go on a back-up list in order and are contacted if a home opens up.

Know before you buy

The rules that come with the home

These rules keep the homes below market for the next buyer.

Regulated term

For 2, 5 or 10 years after purchase, depending on how affordably the home was priced, you must live in it and renting is restricted.

HCDA buy-back option

If you move out or sell during the term, HCDA has the first option to buy the home at a formula price.

Shared equity

When you sell after the term, or if HCDA declines to buy during it, HCDA receives a share of the equity by formula.

FAQ

Frequently asked questions

Is this only for low-income buyers?

No. The income limit is 140% of the area median, which is $130,700 for one person, $149,400 for two and $168,100 for three. Two people each earning $70,000 a year, for example, are under the two-person limit.

How are buyers chosen?

By public lottery on Sat, Nov 14, 2026. Each qualified applicant gets a random Unit Selection Number that sets the order buyers choose homes in. If homes run out before your number, you go on a back-up list in order.

I owned or co-owned a home before. Can I still apply?

Only if neither you nor your spouse has owned a majority interest in a principal residence, anywhere, in the 3 years before you apply.

Are there restrictions after I buy?

Yes. For a regulated term of 2, 5 or 10 years (depending on how affordably the home was priced), you must live in the home, renting is restricted, and HCDA has the first option to buy it back if you move or sell. HCDA also shares in the equity when the home is eventually sold. Ask the Sales Office which term applies to each home.

When will the building be finished?

Completion is currently estimated for the second quarter of 2027. Timelines are set by the developer and may change.

What will the monthly HOA fee be?

A rough estimate is about $1.34 per square foot per month, or roughly $524 to $670 a month depending on the floor plan. This is an estimate only and is subject to change.

Does the home come with parking?

No. Parking is not included with these homes, but buyers have the option to purchase a parking stall separately. Ask the Sales Office about availability and price.

What do I need to bring?

A completed application including: Notarized Affidavit of Intent to Purchase and Reside in a Designated Owner-Occupant Reserved Housing Residential Unit; Notarized Affidavit of Eligibility to Purchase a Reserved Housing Unit in the Project; Ālia at 888 Ala Moana Registration Agreement – Reserved Housing Owner-Occupant; Loan Pre-Qualification Letter from one of the Project Approved Lenders; Reserved Housing Application Checklist.
